I really don't think it should be defined as 'cosplay'. She's simply wearing an outfit for a music video. It happens to be a nurses outfit. The purpose of the outfit isn't cosplay, but it's for the overall theme of the music video. Any other time she wears a nurses outfit, it's cosplay, but this particular time, in this particular video, is simply for the theme.
