This looks like a play on Dr. Strangelove. If that's the case then it must mean that each character is happily riding the means to their own destruction (and that of the entire world), like Slim Pickens did at the end of the movie.

I could be wrong, but I think that particular scene is meant to illustrate an authoritarian ruler with the bones of those he killed (directly or indirectly). Either way, this definitely shows all that is wrong with the world.
